Area in Need of Redevelopment Preliminary Investigation
West Milford Township, Passaic County, Governing Body and Planning Board
The Burnt Meadow Road Study Area occupies 47 acres in northeast West Milford, and is the former site of a quarry that operated from the early 1960s to 1999.
Today, the property is only used as access to a neighboring business.
With developable land in short supply in the Highlands Region, the Township demonstrated its proactive approach to strategic land use planning in having an Area In Need of Redevelopment Study be undertaken at the site. The goal of the Study was to allow for future development of an existing, underutilized, and abandoned site in the Highlands Preservation Area.
This drone footage covers the central portion of the area, facing south. A scale house and garage, both abandoned with the former quarry use, are visible to the right of the footage.
J. Caldwell & Associates, LLC undertook this study pursuant to Local Redevelopment and Housing Law. With such a large site, JCA utilized drone footage to conduct the analysis of the site and the buildings. The Study Area was found to meet several redevelopment criteria. JCA presented the study to the Planning Board, who recommended to the Council to deem the area, an Area in Need of Redevelopment.
The Township Council accepted the recommendation of the Planning Board and designated the area. There are limited environmental constraints, existing impervious coverage, and no known contaminated sites or other contamination in the Study Area, providing the Township with a valuable opportunity to strategically utilize the site in such a way that benefits residents and the local economy.
